Debra has been one of Washington, D.C.’s most prominent real estate attorneys for over 25 years. She represents real estate owners, developers and investors in the acquisition, ownership, development, financing and sale of commercial properties, including office buildings, hotels, retail and mixed-use projects, multifamily apartment complexes and condominium developments. Many of Debra’s projects include the negotiation of public-private partnerships and the development of urban in-fill mixed-use developments, often involving tax abatements and tax exemptions from local governments, particularly the District of Columbia. She also has significant experience in the use of commercial condominiums and vertical subdivision structures (i.e., air rights parcels) for the development of mixed-use properties.

Debra’s recent clients/ projects include representation of the First Congregational United Church of Christ in connection with the redevelopment of its property at 10th and G Streets NW, Washington, DC into a mixed-use project (church, office and retail); representation of Forest City Realty Trust in connection with its purchase of a portion of the D.C. Water property adjacent to Nationals Stadium (for the development of a mixed-use project with a multi-plex movie theater, retail, residential and parking); representation of The Peebles Corporation in connection with all of its projects in the Washington, DC metropolitan area, including the acquisition of property located at 5th + I Streets NW from the District (which property will be redeveloped into a hotel with residential and retail components); representation of EastBanc and its partners in connection with its acquisition of Hine School from the District of Columbia and redevelopment for retail, office and residential uses; representation of ABooks LLC in connection with its acquisition and redevelopment of the Franklin School from the District of Columbia; representation of Community Three Development LLC in connection with its acquisition and redevelopment of the Grimke School and adjoining property in northwest DC; and representation of Akridge on the acquisition and redevelopment of the Stevens School site in northwest Washington, DC.

Affiliations/ Community Involvement: Debra served as chairman of the board of the Avalon Theater Project from 2003 through 2012, and Vice Chair of the Board of Iona Senior Services from 2010 through 2016. She is also an active member of the DC Building Industry Association and of the Cosmos Club, where she serves on the House Committee. Debra is a member of the D.C. Bar.

Education: Debra earned her BA from the Pennsylvania State University and her JD from Catholic University School of Law.
