As one of the founding partners of Mill Creek Residential and Chief Construction Officer, Chip Bay has overall responsibility for construction and risk management. Mr. Bay serves as a member of the Mill Creek Management Committee, Investment Committee and Chair of the Administrative and Audit Committee. He also oversees the company’s retail efforts nationally.

Previously, Mr. Bay was the National Practice leader for Development and Construction for Mill Creek. Prior to that he served as the Senior Managing Director for the Mid-Atlantic Division of Mill Creek and Trammell Crow Residential, where he oversaw the development and construction of multifamily rental communities throughout the region. During his career, Mr. Bay has been involved in the entitlement, development and construction of over 25,000 multifamily homes.

Mr. Bay received his Bachelor of Arts from Purdue University and his Master of Business Administration from the University of Maryland. He also earned a Master of Strategic Intelligence from the Defense Intelligence College. He is a member of the National Association of Homebuilders (NAHB) and the National Multifamily Housing Council (NMHC) He serves on the NMHC Design and Construction Peer Group.
